WhatsApp pricing confuses almost everyone, partly because it changed twice in fifteen months. This guide explains how Meta charges today, what changed on October 1, 2026, what providers add on top, and how to estimate a campaign before you send it.
How Meta charges in 2026
Meta moved from conversation based pricing to per message pricing on July 1, 2025. You pay for each message your business sends that is delivered, not for messages that fail, and messages your customers send you are free. The rate depends on two things:
- The category of the template. Marketing (offers, announcements, win back), utility (order confirmations, shipping updates, account alerts), authentication (one time passcodes), and service (free form replies inside the 24 hour customer service window).
- The recipient's country. Meta sets a rate per market. The same marketing message can cost several times more in one country than another.
Utility and authentication messages also get volume tiers: send more in a month in a given market and the rate drops. The count resets every month.
What changed on October 1, 2026
According to Meta's pricing documentation, two things changed this month. Utility messages sent inside an open customer service window, which had been free since July 2025, are now charged at the regular utility rate. Service messages are charged again per message, but every business phone number gets a free tier of 1,000 service messages a month, which resets monthly and does not roll over.
Example prices by country
These are live per message prices from the ZenTalk rate card on October 31, 2026. They include Meta's rate plus ZenTalk's markup, so they are what you would actually pay per delivered message.
| Country | Marketing message | Utility message |
|---|---|---|
| United States | $0.0305 | $0.0054 |
| United Kingdom | $0.0762 | Shown in the dashboard |
| United Arab Emirates | $0.0691 | $0.0188 |
| India | about $0.0165 | Shown in the dashboard |
Notice the gap. Telling a US customer their order shipped costs less than a fifth of what a promotional message to the same customer costs. That is why store automations such as order updates are cheap to run, and why marketing sends deserve a tight, opted in audience.
What WhatsApp providers add on top
Every provider passes Meta's rate through, then earns money in one or more of these ways:
- A monthly plan. WATI starts at $59 a month billed annually, Interakt at $55 a month plus taxes after a free Starter plan, Respond.io at $79 a month, as of October 2026.
- A per message markup. Zoko publishes a $0.015 markup per conversation on its Starter plan. Twilio adds $0.005 to every message, inbound or outbound. Many vendors do not publish their markup at all.
- Add ons. AI agents, chatbot builders, and extra users are often billed separately.
ZenTalk charges WhatsApp messages per send from a prepaid wallet, at Meta's rate for the recipient's country and category plus a small markup, and shows the price per country before you send.
How to estimate a campaign
- Count recipients per country after removing anyone who opted out.
- Multiply each country's count by the marketing rate for that country.
- Add a buffer for replies your team or AI will answer, since service messages beyond the free 1,000 a month are charged.
- Compare the total with the revenue you expect. A campaign to 5,000 US customers at $0.0305 costs about $152.50; one extra order at a typical basket value often covers it.
In ZenTalk the Review and send step does this for you: an Estimated cost table lists each country, the recipients, the price per message, and the total, and a Top up button appears if your wallet is short. See WhatsApp marketing on ZenTalk or compare WhatsApp marketing software.
